Statewide, online, non-degree, competency-based. That’s a good idea?

California’s legislature is considering a proposal by Jerry Brown to establish a new online community college in 114 countries with two-year institutions. The broad plan has drawn the cautious optimism of many observers, though some details have yet to emerge and the impact of the new institutional approach is still difficult to predict.

The architects of the proposal acknowledge that the new agency itself does not solve the country’s myriad problems: the ripple effects of budget cuts during the recession have prevented 600, 000 californians from entering school. The population has grown enormously in the past decade; The prospect of automation is revolutionising the job market.

The goal of the new agency is to create a new option, perhaps the first of many adults to want to enter the labor market or relocate in this market.

“We recognize that the silver bullet we can develop does not solve all the challenges facing the current workforce, and there is a wave of change coming.” Eloy Ortiz Oakley, prime minister of the California community college, told “digital learning”.

Online agencies will provide certificates and badges, but no degrees. Students will work in a competency-based format to emphasize learning modules aimed at improving specific skills. Oakley said the content of the new plan would be drawn from existing plans for other institutions in the system, focusing on “short-term learning” beyond traditional academic programmes.

Suppose the agency this summer, Oakley says legislative budget approval, set up fee of $100 million, for $20 million, hope this system in the last quarter of 2019 with the first plan.

The analysts interviewed for this article provide temporary support for these plans and give warning of incomplete parts. But not everyone is here. California’s teachers’ union is a federation of teachers, since listing last fall, has been a fierce critics of the proposed online community college, now as California community college academic senate as one of the most famous dissidents and perseverance.

Joshua Pechthalt, the President of the union, told “Inside Digital Learning” that the target audience of the new institution usually underperforms online courses, while existing universities are fully serving students who are interested in online courses. His group is also concerned about the possibility that the agency will overturn established teacher management models, although the system has yet to announce specific plans.

The union plans to vigorously oppose the proposal, possibly through the recruitment of members of the board of directors and the board of directors – though not yet against the plan.

At the same time, the senate wants to see the system build a consortium to address the problems that the new agency is setting. The idea was one of several rejected by the current plan (see sidebar), and the senate teacher wanted to see it recover.

Julie Bruno, chairman of the senate (Julie Bruno) wrote in an E-mail: “in our existing structures to finish their education, to ensure that students acquire the reward and join the benefits of agreement, and field service. “Will transfer to a new entity will inevitably reduce support our university, this is actually a miss a chance of investment, is doing all he can to make sure that all 114 colleges and universities meet the requirements of the target population.”

Hard fighting and unanswered questions.

One of the biggest unanswered questions at the online community college is whether new institutions will eat into existing institutions. Another burke, chief executive of institutions of higher education StraighterLine Smith (Burck Smith) think, on the basis of the ability of certificate path is likely to attract some of the students, these students will face to face in the existing community college or online degree programs. Pechthalt says the union has similar concerns about quality and appeal, as does the senate.

Smith said he did not believe the system could provide certificates and certificates that would greatly improve other options available to students at moocs, technology companies and associations. Therefore, the decision to focus on all these markets has misled Smith.

Sally, the chairman of the national center for higher education management system Johnstone (Sally Johnstone) provides consulting help when making plans, he believes that in California “subscribed” many online community college courses, students can benefit from an alternative. She predicts that enrolment will start to slow as new institutions build their own brands.

Oakley believes that if learners get lower-level certificates and want to earn a degree, the new agency may eventually recruit from existing institutions.

According to Johnstone, if congress and the department of education change the federal government’s current allocation of financial aid later this year, certification could prove to be a new institution. At present, does not provide a degree of organization is not eligible for federal financial aid, but if the environment changes, so California’s new online community college is a good way to gain profits, Johnstone says. Certification can also placate staff unions and exacerbate the prospects of an unrecognized institution that has tarnished the brand of community colleges.

The agency’s planners are not members of its own, but rather see for-profit online outfits as their main competitors. The prime minister believes that californians should get a affordable public alternative, which could be risky given the wide range of quality of the for-profit sector.

The intensity of issuance will be measured by employers’ interest in hiring, observers said.

“For adult learners, it’s not important to learn to study or to complete a degree or study,” says Charla Long, executive director of education, a competency-based network.

Oakley says the system has begun to reach several employers’ organizations and labor organizations, and others have contacted the system.

Online institutions will enter a crowded market, competing in multiple directions. For a long time, other states, including Tennessee and Texas, have achieved the success of a project run by the governor of the western state of Utah. Johnston served as vice President of academic progress for western governors from 2011 to 2016. He says the new agency’s emphasis on employee development means it is not suitable for a partnership with WGU.

Lang believes that new institutions can be successful only if the competency-based elements meet the organization’s standards, including a large number of coaches and successful students. She also hopes that the new agency will not only include skills in the definition of competence.

“A real ability based plan is knowledge, skills, ability and intellectual behavior – a person needs soft skills to be successful,” said long.

Currently in California

Most community colleges in California offer online courses. The system launched the online education program in 2016, which allows students to register and participate in online courses at multiple universities.

The number of students in all online courses increased between 2012 and 2016, with the exception of 12, according to the U.S. department of education’s comprehensive education data system. In total, the system added 32,000 students to online exclusive registration between 2012 and 2016, when more than 127,000 students were fully registered online.
